is the new 4-pin PoE header used by the StromPi V3? (or just connected through)?

is the new 4-pin PoE header used by the StromPi V3? (or just connected through)?
I use the new PI 3B+.
I have mechanical problems connecting the stromPI due to a passive cooler on top of the processor. Thay is why I have used a 40 pin connector to extend and connect the GPIO header.
Do I need to connect the 4-pin PoE header of the RasPi to the stromPI for the stromPI to function?

The PoE header is just connected though. It should be fine like you described it.
